The following are selected current projects engaging BlueLaw International LLP legal personnel:
Administration of Criminal Justice, Cairo Egypt (2006-2011)
BlueLaw International LLP Associate Ahmed Zohny leads the Due Process component of this project on site, with Managing Partner Jeff Walker is serving as Due Process and Criminal Justice Advisor to the AOCJ Project which is primed by Chemonics International in Cairo, Egypt. BlueLaw International LLP is providing criminal justice and human rights expertise in the component of the project which will work with the National Center for Juridical Studies to develop a human rights education curricula based on international standards of due process.
Millennium Challenge Threshold Program, Reforming Public Procurement, Tax Administration and Business Registration in Albania (August 2006 – August 2008)
BlueLaw Partner Dave Pronchick is currently providing technical assistance in conjunction with sister company Blue Force International’s execution of the public procurement component of USAID Albania’s anti-corruption project with partners Chemonics International, Booze Allen Hamilton, and Partners for Democratic Change, and Alpha XP. This task order is issued under the BRDG IQC.
Combating Corruption and Strengthening Rule of Law in Ukraine Project (2006-2007)
BlueLaw International LLP Partner Howard Fenton is serving as the Administrative Law Reform Technical Consultant for the USAID ROL project in Ukraine. His focus is on the implementation of the new administrative courts system and the integration of various administrative law statutes under a subcontract with Chemonics International.
Millennium Challenge Threshold Program, Combating Corruption and Strengthening Rule of Law in Ukraine (pending start-up, February 2007 – February 2009)
BlueLaw International LLP Senior Expert Markus Zimmer leads the largets component of this project, primed by Chemonics International, on site in Kyiv, with partners Jeff Walker, Dave Pronchick and Howard Fenton supporting as technical experts. This project is a two-year activity consisting of technical assistance, commodity support and training services to combat corruption and strengthen the rule of law in Ukraine. BlueLaw’s main responsibilities include development and implementation of a uniform random case assignment system and creation of an operating system of administrative courts in the regions.

Building Recovery and Reform Through Democratic Governance (BRDG).
BRDG represents a toolkit for U.S. overseas assistance that provides access to experienced practitioners and cutting edge practices, with a focus on promoting transformation in fragile states and on emerging practice areas such as community policing and security-sector reform. Good governance is crucial in its own right and to the sustainability of all types of assistance. This IQC provides USAID missions with a framework of activities that promote good governance practices through comprehensive planning, integrative programming, and strategic thinking.

Elections and Political Processes (EPP).
This IQC is USAID/Democracy Conflict and Humanitarian Assistance division’s program to support elections and political processes. The purpose of the Elections and Political Processes IQC is to support the process by which citizens choose/elect their leaders and participate in all levels of political decision-making, particularly within emerging democracies.

Office of Transition Initiatives SWIFT II
USAID’s Office of Transition Initiatives (OTI) responds to countries experiencing a significant and sometimes rapid political transition, which may or may not be accompanied by a social and/or economic crisis. OTI operates on the premise that fast, flexible, targeted, catalytic and overt political transition assistance can aid countries in moving away from crisis or other “at risk” situations to stability. The purpose of the SWIFT II IQC is to enhance OTI’s quick-response capacity and field management and readiness to serve OTI in designated countries worldwide. BlueLaw International LLP was added to this Nepal Transitions Initiative project to provide areas studies, security sector, political analysis expertise and a wide range of support services.

Procuring Services Under The Commercial Legal And Institutional Reform (CLIR).
BlueLaw International LLP is part of the Chemonics International team which is implementing Paraguay Formalization of Economic Activities (Informality) project. The project provides commodity procurement and management support to the U.S. Department of Treasury for Paraguay’s Threshold Country Plan (TCP) and USAID to support the Government of Paraguay meet the Department of State Millennium Challenge Corporation’s indicators, Ruling Justly and Economic Freedom. The project is helping the Government of Paraguay develop internalize a harmonistic national policy for business; reduce incentives for corruption within the public sector; improve and control of the movement of goods across its borders; and expand alternatives to informal economic activities, placing emphasis on the tri-border area of Ciudad del Este. BlueLaw International LLP is responsible for the customs and border controls component of this project. BlueLaw International LLP is strengthening customs and border control by organizing, training and equipping a special customs unit responsible for contraband detection, search and seizure – called DETAVE- consisting of military, police and civil authorities.
