Human Rights and Disability Inclusive Development

The Harvard Law School Project on Disability (HPOD) works to promote the human rights of persons with disabilities worldwide. BlueLaw is supporting HPOD in implementing disability rights education programming, including coordinating the development of two participatory disability rights education and advocacy handbooks and toolkits for disability rights practitioners, and sponsoring fellow to undertake disability rights fieldwork in Bangladesh and elsewhere.

BLI is providing disability law and policy expertise as well as assistance for overall program design, planning and execution, assisting with the selection of Iranian counterpart program participants, making presentations, and supporting the framing and publication of a final project paper.

UNAIDS Peacekeeping Analysis Project

BlueLaw is researching and drafting a study on case law concerning discrimination based upon real or perceived HIV status in the context of hiring, retaining, or deploying national military personnel and UN peacekeepers. Activities include a publication inclusive of a case compilation, case summaries, and legal analysis with policy recommendations.

Administration of Criminal Justice (AOCJ)

The AOCJ Project works closely with the Egyptian Prosecutor General’s Office (PGO) to improve the administration of criminal justice through automation, expanding the public defense system, and increasing prosecutors’ knowledge of human rights. BLI is developing a continuing education and professional entry program for the PGO, rolling out public information help desks at 20 courthouses, and providing subject matter expert support for seminars, case studies, and other related activities.

C4J assists the government of Indonesia to improve the performance of the justice sector by providing technical assistance to the Supreme Court and the Attorney General’s Office. BLI is leading the reform and capacity building efforts for the Attorney General's office. Activities include strengthening awareness and training on ethics, continuing education, and course design in areas such as money laundering and international fraud.

Combating Violence Against Women and Children Project

BLI is helping to oversee a series of targeted grants supporting innovations in juvenile justice in Egypt. The project’s goal is to increase the capacity of the National Council for Women (NCW) and the National Council for Childhood and Motherhood (NCCM) to advocate for policies that protect women and children and to enhance the national response to violence against women and children.

In response to a variety of maritime-related policy and practical problems, BlueLaw worked closely with USAID and the Department of State Bureau for Political and Military Affairs (PM) to develop unique and flexible tool, the Maritime Security Sector Matrix, that can be used for program design, capacity assessments, and in-depth sector analyses. Development of the Matrix involved working closely with USAID, Coast Guard, Naval, and State Department experts to organize voluminous substantive input and participate in interagency roundtables and exercises. The Matrix has been favorably briefed to the OECD and the Intergovernmental Working Group on Piracy off the Coast of Somalia, and is currently being reviewed by five U.S. government agencies.

The U.S. Department of State is assisting in the transformation of the Sudan Peoples Liberation Army (SPLA) from a largely guerrilla force to a regular military. BLI is designing a military justice system and advising the SPLA and Defense Ministry on military issues such as justice and discipline.
