Blue Law International is a service-disabled veteran-owned, consulting firm providing rule of law, court administration, commercial, administrative, and public administration reform expertise for donor-funded projects around the world.  BlueLaw is currently seeking expatriate, third country national and local national experts in Community Policing, Disaster Response and Capacity Development with a minimum of 3 or more years experience in Tajikistan or a Central Asian country.

Duties:
Community Policing Advisers will be in charge of creating a Community Policing Working Group to coordinate with Tajik law enforcement leaders, Tajik government officials, and sister agency representatives to provide guidance for the implementation of community policing. Community Policing Advisers will assist the Community Policing Working Group in selecting appropriate communities for pilot programs and will oversee Community-Police Partnership Building Team, a national-level institution that will develop district-specific Community Police Partnership Teams (CPPT). These positions require extensive Community Policing experience, significant management and cross-cultural communication experience in coordinating between stakeholders at the ministry level down to the local level, and the cultural understanding necessary to adapt development program ideas from the DoS to locally appropriate policies.

Community Policing Trainers will provide support for developing the Community Policing Program and act as focal points for all training and capacity building activities in the project including: developing, implementing, and overseeing training programs in both community policing and crisis response. Community Policing Trainers will work with the Community Policing Working Group (CPWG) to develop the curriculum, oversee additional trainers, and conduct a series of training workshops for a community policing and crisis response training, including best-practices training for crowd and riot control to ensure adherence to international human rights standards.

Disaster Response Capacity Development Advisers are responsible for coordinating project development with the Ministry of Interior, DoS, and UNDP (in its Rapid Emergency Assessment and Coordination Team (REACT)) for disaster response preparedness in Tajikistan. This position involves institutional capacity building, developing of emergency response teams, and creating national and local disaster preparedness and management plans as well as oversight of simulations of disaster responses. These positions require coordination with governmental officials, community leaders and hospitals. Disaster Response Capacity Development Advisers will coordinate the development of international study tours of other countries that have implemented disaster response programs. Disaster Response Capacity Development Advisers will monitor, evaluate and report on the program’s development. Disaster Response Capacity Development Advisers will ensure that the financing of the project complies with government regulations and will supervise the Financial and Administration Manager. The Disaster Response Capacity Development Advisor will work closely with the Civilian Police Advisor, CP Trainer and Team Leader to develop and implement the Crisis Response Capacity Building segment of the project.

Required Qualifications:

  • Russian or Tajik language proficiency (highly regarded)
  • Bachelor’s degree or higher education.
  • Substantial law enforcement experience, with relevant experience in community policing, riot control, disaster response and management, community engagement, and crime prevention in the development context. Experience in curriculum design, development, and implementation.  Experience in monitoring, evaluation and reporting in a development context
  • Experience in financial management, federal government budgetary regulations, and experience supervising projects to ensure compliance with USAID, DOS, INL, World Bank, UN, and OSC Rules and Regulations

Desired Qualifications:

  • 3 or more years civilian police or development project experience in Tajikistan or a Central Asian country
  • 6 or more years of development project experience in the area of democracy and governance and/or rule of law projects
  • Experience in security sector reform, grant oversight, establishing of “sister agency” arrangements for mentoring purposes (highly regarded).

Information Technology Advisor (Court Administration)
Join an exciting opportunity to contribute to stability and justice with BlueLaw International LLP. BLI (www.bluelawinternational.com) is currently seeking US citizens for several long and short term justice sector advisor contractor positions on various projects.

Duties:
The IT Advisor will train, consult, and provide assistance to courts for an IT-based case tracking and management system. The Advisor will assist with software design, maintenance and improvement; software security; and/or application and implementation of the software and supporting hardware at criminal justice sites, and/or advise on systems design. The advisor will also train criminal justice staff in using the software on location and/or in specifically designated training sites and supervise operation and maintenance of information technology systems and equipment.

Qualifications:

  • At least 3 years experience in Information Technology as a senior expert or supervisor
  • Experience and facility with and knowledge of automated case management and performance management systems
  • Analytical and evaluation skills and knowledge related to IT services, automated systems and application development and operation, network and multi-environment interface development, and/or the development of configuration and system management standards for the supported organizations
  • Knowledge of an IT specialty, such as system design, system software design, database management, cyber-security, software training, etc.
  • Ability to communicate as a trainer, advisor and consultant
  • Excellent oral and written English communication proficiency and analytical skills
  • Superior negotiation and interpersonal skills and cultural sensitivity to effectively interact with policy makers, members of donor organizations, diplomats, all levels of staff, as well as US and foreign government personnel

Military/ Peacekeeping Trainers

BLI is currently seeking trainers for security sector advisor contractor positions around the globe. Most postings are short-term, but several long-term postings may be available for key individuals.

  • S-1 through S-5 trainers
  • Peacekeeping Trainer experienced persons. US Military experience is prefered.
  • Canadians, Australians, New Zealanders and UK nationals are also very competitive. Beyond these nationalities previous UN peacekeeping experience is key.

Rule of Law Court Administration – IT Advisor

As a subcontractor on a US Government funded judicial, police, and rule of law reform program in Iraq, BlueLaw provides a variety of expertise relating to court administration, criminal law, and judicial practice and procedural reforms. For this Iraq rule of law reform program, BlueLaw is currently seeking an experienced development professional with a background in higher education, administration, and management.

Duties:
The Advisor will train, consult, and provide information technology assistance to Iraqi courts for an IT-based case tracking and management system. The Advisor will assist with software design and improvement; software maintenance and security; and/or application and implementation of the software and supporting hardware at criminal justice sites throughout Iraq, and/or advise on systems design. The advisor will also provide training to Iraqi criminal justice staff who will use the software on location and/or in specifically designated training sites and oversee operation and maintenance of information technology systems and equipment.

Required Qualifications:

Rule of Law JEDI (Judicial Education and Development Institute) Management Advisor – Registrar and Student Affairs

For this Iraq rule of law reform program, BlueLaw is currently seeking an experienced development professional with a background in higher education, administration, and management.

Duties:
The JEDI Management Advisor will perform a variety of executive management support duties designed to meet the requirements of the Judicial Education and Development Institute’s (JEDI) management functions and to convey to Iraqi counterparts management skills for the operation of the JEDI. A key responsibility of this position is to work in concert with the indigenous Iraqi managers, assisting, advising, and in some cases mentoring them to achieve the goals of the organization.

Required Qualifications:

  • Bachelor’s degree in management, administration or related field.
  • Ten years experience as a teacher, instructor, or school administrator, or some combination thereof, in a civilian institute of higher education, preferably one engaged in professional development of senior legal professionals.
  • Five years at a senior management level in a civilian or government educational institution and able to demonstrate experience with government budget processes, staff development, and administration of a department, facility or institute with at least 20 staff and a budget of USD 500,000 per year.
  • Ability and experience in effectively using computer equipment and software. Must be proficient in computer word processing, graphic presentations, spreadsheets, and internet.
    Ability to effectively communicate, advise, and train others in principles and techniques of office management.
  • Superior negotiation and interpersonal skills and cultural sensitivity to effectively interact with policy makers, members of donor organizations, diplomats, all levels of staff, as well as US and foreign government personnel.

  • Experience in preparing materials for a Dean or administrative board, including decision quality approval packages for all curriculum, course catalog, student policies, and other academics related matters.
  • Experience regarding course scheduling, faculty assignment, maximum class size, classroom assignments, availability of instructional equipment, course evaluations, and all other matters related to course instruction.
  • Experience in developing standard procedures for all matters regarding student affairs, including communication with incoming students, reception, assignment of rooms, orientation, emergency procedures, distribution of course materials, course evaluations, and student security.
  • Experience collaborating with other administrative departments in developing metrics for the measurement of instructional efficiency and constant quality improvement.

Preferred Qualifications:

  • Bachelor’s or Master’s degree in business administration or related business management field.
  • Three years of experience in designing, managing, and implementing projects in a post-conflict environment.
  • Three years of international experience engaged in change management, professional development or administrative strengthening.
  • Fifteen years of experience as a teacher, instructor, or school administrator.
  • Knowledge of Iraqi history, culture, institutions and structures.
  • Experience operating within a USG interagency context.
  • Arabic language capabilities.

Team Leader

Blue Law International is a service-disabled veteran-owned, consulting firm providing rule of law, court administration, commercial, administrative, and public administration reform expertise for donor-funded projects around the world.  BlueLaw is currently seeking an experienced Team Leader/ Chief of Party with a background in Community Policing or Disaster & Crisis Response, and with 3 or more years of development project experience in Tajikistan or a Central Asian country.

Duties:
The Team Leader will supervise project implementers in the Community Policing and Disaster & Crisis Response components as well as serve as liaison between the project team, the State Department, the Tajik government, and the Tajik police force, including both senior officers and the Tajik police academy. Team Leader must be skilled in communications, be knowledgeable of the local culture and customs, and be able to identify key performance indicators as they relate to the project’s schedule, budget, quality and risk plan, and overall performance. This position requires strong organizational skills in program evaluation and monitoring in order to prepare evaluations to the State Department.

Required Qualifications:

  • Russian or Tajik language proficiency (mandatory)
  • Minimum 3 years of experience as a team leader in development project for the State Department, USAID, the UN, OCSE, or similar development agencies
  • Experience in Community Policing or Law Enforcement Development Programs
  • Experience in financial management, management of grants, and program evaluation/auditing
