Required Education:
Graduate or undergraduate degree focusing on criminology or a related discipline.Required Experience:
Broad policing experience in a large urban environment as a sworn officer is required; should include a minimum of 5 years at the command or senior staff level, planning and investigative experience, and experience working in an interagency environment. Familiarity with problems and obstacles encountered when working in a developing countries highly desirable.Required Knowledge and specific capacities:
Solid interpersonal skills and ability to relate easily with both upper and lower echelons of organization and organization’s users is required. Candidates must have the ability to operate effectively in an ambiguous environment with creativity, flexibility, patience, and perseverance. Candidates must have technical capacity in the budget process, organizational structure, leadership, management, policy-making and implementation, training, and investigations. Candidates must have the capacity to implement and execute and build a work plan from a strategic document.Fluency in both spoken and written English and Spanish at the FSI 4/4 level is required.
Preferred Qualifications:
Special consideration will be given to candidates with any special technical skills such as police academy training experience, forensics, a legal degree, organized crime and drug interdiction, corrections and jail supervision, and customs and border control experience. Additional languages are a definite plus. Experience outside the U.S. or its territories is also a plus.

Duties:
The Legislative Advisor will consult and work directly with judges and other representatives of the Higher Juridical Council of Iraq (HJC), and the Iraqi Council of Representatives to assist in drafting and passing laws to strengthen the independence of the judiciary and to strengthen the legal framework governing the criminal justice system, including but not limited to the Iraqi code of criminal procedure; and the Iraqi penal code.
Required Qualifications:
• Bachelors degree with major course work in international relations, public policy, or a related field. Experience may be substituted for education.
• At least 6 years of relevant work experience as a member or staff of a legislature with knowledge of legislative organization and drafting

Duties: The Justice Integration Policy Advisor will train and provide technical assistance to assist with integrating the Iraqi police, courts, and prisons. A current Department of State/INL-supported program in Iraq, known as the Iraq Justice Integration Project (IJIP), involves both the development of integration policies and procedures and the development and implementation of an Oracle-based database and internet-based criminal defendant tracking system that tracks individuals through the criminal justice system from the time of arrest to the time they are released from prison. This Advisor will work with Iraqi officials in the Ministry of Interior, Ministry of Justice and Higher Juridical Council on programs to develop policies and procedures and provide training to improve coordination among the police, prisons, and courts.
Required Qualifications:
• Bachelors’ degree from an accredited university

Required Qualifications:
• At least 3 years experience in the field of Information Technology (IT) at a senior or supervisory level

Duties: The Judicial Advisor (Tradecraft) will train and provide technical assistance to Iraqi trial and investigative judges, prosecutors, and judicial investigators in areas of substantive criminal law, especially those that have developed rapidly in the past 40 years. Such areas include but are not limited to (1) international humanitarian law/laws of war; (2) criminal conspiracy and racketeering; (3) terrorism and terrorist financing; (4) money laundering; and (5) cybercrime and wire fraud.
Required Qualifications:
• A U.S. law degree from an ABA accredited law school, or a European law degree from an accredited program of legal study
• At least 6 years of relevant work experience as a judge, judicial investigator, judicial clerk, criminal law professor, law school clinic advisor, criminal attorney, or equivalent position
• Understanding of, and experience working with or in, a civil (as opposed to common law) law system
• Ability to effectively communicate, advise, and train others in criminal legal principles through a language assistant

Duties: The Court Administration Advisor will provide advice and support to the Higher Judicial Council (HJC) and related Iraqi entities on matters of court administration and assist in developing Iraqi input, strategies, and priorities for reform of Iraqi court administration procedures. This Advisor will assist the HJC in developing standard systems and procedures for courts, and train/mentor Iraqi judges, clerks, and other court personnel in court administration practices, rules, processes, administrative best practices, case flow and management techniques, information technology, and file storage and security.
Required Qualifications:
• Bachelors degree or major course work in judicial administration, public administration, business administration, or a related field. Experience may be substituted for education.
• Minimum six years experience in court administration and case management, including in the areas of public service standards, court records and docketing, budgeting, internal supervision systems, and public access to information
