SENIOR GENDER AND LAW ENFORCEMENT EXPERT
Senior Gender and Law Enforcement Expert
BlueLaw International (BlueLaw) is actively seeking a Senior Gender and Law Enforcement Expert for a short term assignment to draft a comprehensive guide to designing and implementing gender sensitive and responsive international law enforcement programs (i.e. justice, police, corrections). The Expert, who will work remotely, will coordinate and communicate regularly with BlueLaw.
Responsibilities:
The Senior Gender and Law Enforcement Expert will contribute subject matter expertise and take the lead in drafting a document that provides an overview of gender justice and programs that strengthen the role of women in law enforcement. The guide will identify relevant normative standards and frameworks, describe guiding principles, and provide “points of entry” for gender justice and criminal justice programs. The guide will be based on in-depth research and consultations with practitioners in order to identify relevant challenges, lessons learned, and leading practices. The Expert will develop an outline and final draft based on comments from BlueLaw and external reviewers.
Minimum Requirements:
- Eight (8) years experience in the area of gender, criminal justice, and law enforcement with at least five (5) years experience in the design and implementation of gender justice and rule of law programs;
- Previous experience or familiarity with State Department and/or USAID gender justice and rule of law progams;
- Expertise in the following areas: criminal justice reform; access to justice; women’s rights; gender justice sensitization, training, and advocacy; gender equality, women’s empowerment, and/or social inclusion; preventing and mitigating sexual and gender based violence and traditional practices harmful to women and girls; and the role of women in law enforcement and the legal profession;
- Familiarity with international and regional standards related to women’s rights and gender justice, including the Convention for the Elimination of All Forms of Discrimination Against Women (CEDAW);
- Excellent writing skills and experience developing guides, analytical reports, and other technical materials for publication;
- Strong communication and presentation skills and ability to work with high-level government officials; and
- Demonstrated ability to meet publication deadlines.
