SENIOR ANTICORRUPTION EXPERT
Senior Anticorruption Expert
BlueLaw International (BlueLaw) is actively seeking a Senior Anticorruption Expert for a short-term assignment to draft a comprehensive guide to designing and implementing international anticorruption assistance programs. The Expert, who will work remotely, will coordinate and communicate regularly with BlueLaw.
Responsibilities:
The Senior AntiCorruption Expert will contribute subject matter expertise and take the lead in drafting a document that provides an overview of international anticorruption strategies and assistance programs, identifies relevant normative standards and frameworks, and describes possible “points of entry” for programs to prevent and sanction corruption, encourage public integrity, and foster transparency and accountability in public administration. The guide will be based on in-depth research and consultations with practitioners in order to identify relevant challenges, lessons learned, and leading practices. The Expert will develop an outline and final draft based on comments from BlueLaw and external reviewers.
Minimum Requirements:
- Eight (8) years experience in the area of anticorruption and public integrity with at least five (5) years experience in the design and implementation of anticorruption, criminal justice assistance, and/or rule of law programs;
- Previous experience or familiarity with State Department and/or USAID anticorruption and public integrity programs;
- Expertise in the following areas: anticorruption legislation, i.e. disclosure, whistleblower, and freedom of information acts; conflict of interest, public procurement, and codes of ethics for the public sector; anticorruption monitoring and evaluation systems; financial action task forces; frameworks for investigating and prosecuting corruption and economic crimes; transparency and accountability in public financial, administrative and regulatory measures, including parliamentary oversight; institutional capacity building of anticorruption institutions anticorruption training and public awareness programs;
- Familiarity with international and regional standards in the anticorruption area, including conventions and protocols such as the UN Convention Against Corruption and Convention against Transnational Organized Crime, that provide frameworks for multilateral and bilateral cooperation to combat crime and corruption;
- Excellent writing skills and experience developing guides, analytical reports, and other technical materials for publication;
- Strong communication and presentation skills and ability to work with high-level government officials; and
- Demonstrated ability to meet publication deadlines.
